In 1998, when it was clearly illegal under the law, Travelers Insurance and Citibank merged to form Citigroup. Through the influence of Federal Reserve Chairman Alan Greenspan and Treasury Secretary Robert Rubin, they "persuaded" Congress to change the banking laws to allow for the merger. Robert Rubin has since then been made a Chairman of Citigroup.
